Summary: | The Ministry of Public Works and Housing (PUPR) through the Directorate
General of Highways is an apparatus of the Government of Indonesia which is
authorized and responsible for the development of road transportation facilities. To
meet the service level of the national road network, the Directorate General of
Highway needs to implement good road asset management to optimize all road
network performance and improve cost efficiency.
Road Preservation is one of the activities to improve and maintain roads. For
supporting this preservation activity, the Directorate General of Highways issued
Regulation of Public Works and Public Housing Ministry Number 13 in 2011 which
uses IRI (International Roughness Index) as a parameters in determining road
maintenance activities, while in 2016 the Directorate General of Highways issued
Guidelines for Determining Pavement Condition Index (IKP) by using the PCI
(Pavement Condition Index) as a reference for road maintenance activities, and in
2021 issued Guidelines for Planning and Programming of Road Network
Preservation Work which introduces the KPI (Key Performance Index) method
which uses IRI, PCI, RSL (Remaining Service Life), and drainage effectiveness to
determine road maintenance activities.
The analysis was carried out with three reviews, per segment, direction, and road
section with a span of 10 years. From the results of the analysis, it was found that
the KPI method is more likely to be chosen than other methods, because the KPI
method uses more parameters than the other methods and the KPI method has a
choice of road maintenance works according to their needs to optimize road
network performance and improve efficiency in terms of costs.
