The Mahakam block is mature field and now is struggling to maintain production plateau. The Company also facing high investment cost to build/modify surface facility. Based on root cause analysis, high cost is caused by current technical codes that requires very high safety standard. To maintains production plateau, series of projects with total of 13 new projects and 1 modification project will be introduced from 2023 – 2028. Surface facility cost is estimated close to 1 billion USD. Implementing the current codes will impose to the high cost and in the end could impact to the project economics considering marginal reserves or limited oil and gas stakes in the reservoirs. New technical codes are required to keep the project economically fly with still maintaining high safety level and flexibility in the operation. Among the three proposals of developing 100% brand new specification, 100% international standard or revising the existing technical codes, using AHP method, the best alternative is to revise the existing technical codes. Revising existing specifications is selected considering time, safety level, resources, and design projection cost. The revised technical codes/specifications could be used for new projects that will be introduced from 2023 – 2028. With limited time available, the concept of P3T is introduced where it stands for Priority, People, Process and Technology. Revising the technical codes is major change thus the changes shall be covered by proper Management of Change (MOC). The steps of MOC shall follow the policy as stated in MHK-COMP-PED-EP-HSE-0022 Rev 0 Change Management where it consists the steps of organization & responsibilities, risk assessment, approval, communication/socialization, and implementation phase. text
