drinking water infrastructure with piped water supply system (SPAM-JP) provided by
the government should be the solution to these challenges, but the existing service
infrastructure is still not optimal. The existing service level for the Metropolitan
Bandung Raya area needs to be improved considering it has only reached 23%.
Therefore, efforts are needed to improve the level of service of piped drinking water
with SPAM-JP to meet the national target in 2024, either through an effective and
efficient government strategy or policy. To support the government in designing such
policies or strategies, a study is needed to identify the issues and priorities of the areas
that cause the low level of piped drinking water service in the Metropolitan Bandung
Raya area. This study aims to identify the priority areas for the development of piped
drinking water supply system based on factors that affect the level of piped drinking
water service in the Metropolitan Bandung Raya area. The method chosen is to use
descriptive statistical analysis to describe the piped drinking water supply condition,
spatial autocorrelation analysis to understand the pattern and trend of drinking water
service in geographic data and to help make decisions and predict spatial behavior,
OLS regression analysis to determine the influence of factors on drinking water
service, and quadrant analysis to determine the priority locations for improving
drinking water service. From the analysis, it is found that the factors that most
influence the improvement of piped drinking water service in Metropolitan Bandung
Raya are per capita GRDP; installed capacity; poverty rate; and population density.
This study resulted in priority areas for improving service level based on influential
factors. These priority areas are divided into three priorities, namely priorities I-III
with characteristics based on variables that can be intervened, namely installed
capacity, poverty rate, and per capita GRDP in the first priority district group,
installed capacity and population density in the second priority district group, and
population density in the third priority district group. The conclusion of this study is
that by knowing the priority districts, the government and public drinking water
service providers can determine the priority of handling and focus their efforts on the
districts that need it most. This ensures that every available fund and resource is used
to improve piped drinking water service in the most needed districts, so that the
communities in the most affected districts can be helped. The recommendation from
this study is strategies and policies based on interventions in these variables. |
