In Indonesia, issues of gender inequality are more common in villages than in cities. What's more, the rural is the sphere closest to the community. The issue of gender equality in rural development and governance is often left behind by the role of women, one of which is decision making. The role of women in decision making including village development planning. Gender equality can be measured from the Gender Development Index (IPG) and Gender Empowerment Index (IDG), where West Java Province has the highest population and the highest Human Development Index (IPM), but has a low GPI and IDG, so it is necessary get special attention. The rural in West Java that has a female Rural Headman is Cikadut Village, Bandung Regency, which can indicate rural development has a more gender perspective. However, this study also wanted to review rural with similar characteristics and having a male Rural Headman, namely Mandalamekar Village, which is administratively side by side with Cikadut Village. Thus, this research analysis the involvement of women in rural development planning, with case studies of Cikadut Village and Mandalamekar Village. This study uses content analysis, quantitative, and qualitative methods. Content analysis was carried out to identify planning variabels and indicators of women's involvement in rural development as well as comparisons with their achievements according to conditions in the case study locations. While the condition in Cikadut Village and Mandalamekar Village used secondary data collection methods, interviews and questionnaires which were then analyzed quantitatively and qualitatively. Identification of variabels and indicators is carried out by means of a literature review which reviews the topdown from efforts of rural stakeholders and bottom-up from women's involvement in rural administration, rural women's organizations, Rural Development Planning Team, surveys, and involvement in Musrenbangdes such as presence and liveliness. The results showed that indicators were achieved in terms of women's involvement in Rural Government and the Rural Development Planning Team, both in Cikadut Village and Mandalamekar Village. Then, the indicators also met in terms of women's involvement in the Musrenbangdes, except for the Cikadut 2022 RKPDes Musrenbang agenda. The fulfillment of the indicators in terms of women's liveliness in the Musrenbangdes only achieved in soliciting women's opinions in the Cikadut RKPDes Musrenbang. In addition, Cikadut Village is superior tahn Mandalamekar Village in all variabels except those related to women's involvement in the BPD and PKK. text
