LAPOR! is a national online aspiration and complaint portal set up to put the open government goal into practice. This research suggests that through a series of data analysis of the reports/case gathered from LAPOR!, useful information for decision making can be generated. Through the use of Semantic Network Analysis this research explores how cases gathered from the complaint and aspiration portal can be used (1) to help identify the on-going issues primarily reported, (2) to understand the relationship between the reported issues and (3) to determine the centrality of the issues within the network of measured cases. Data from LAPOR!’s Ministry of Law and Human Rights domain used for analysis reveals that cases filed towards the ministry were mainly distributed within the Department of Immigration and trends of issues observed include Bank BNI Payment, Online Passport, Visitation Date, Plea for Confirmation, and Immigration Office Service. Among this issues, Bank BNI Payment and Online Passport were discovered to be the most central issues. In overall, the research conducted put forward for consideration semantic network analysis as one usable tools for processing ‘consultation’ data from LAPOR! into meaningful information that could directly be used for decision making. text
