Summary:The city of Yogyakarta has long been known for its strong cultural and historical values. The city development concept that makes the city unique is based on an imaginary line that can be called the philosophical axis. This philosophical axis has become one of the leading tourist attractions in the city of Yogyakarta because it has rich heritage resources which have been submitted to UNESCO as a world heritage. However, basically heritage resources are not shown as part of tourism, because they have the complexity of their utilization as tourism resources and the complexity of utilization. There is revitalization of heritage resources, but there is no improvement in the service sector or development in terms of visitor satisfaction based on visitor preferences. This makes the visiting experience felt by tourists less than optimal. In order to increase tourist satisfaction, research is needed to formulate this heritage tourism development strategy to become stakeholder input in developing future development strategies. The analysis used to determine tourist preferences regarding the maintenance of their own heritage resources is to use the heritage tourism development approach according to Ashworth (2000). Then, the analysis used to determine tourist preferences is quantitative in nature by reviewing the level of satisfaction and the trend of tourist product tastes that are of interest to tourists through distributing questionnaires. Based on the results of the analysis that has been carried out, it is found that there is still a lack of provision and quality of supporting facilities for existing heritage tourism activities. But on the other hand, the Philosophical Axis itself has enormous potential to be developed to suit the preferences of tourists themselves. So that the main strategy that can be carried out in developing the Philosophical Axis is to provide jobs for the community to increase community participation to develop local communities in Heritage Bus Trip activities by the Culture and Tourism Office of the Special Region of Yogyakarta. That way, it is hoped that the Philosophical Axis can be more optimally developed to increase the number of tourists in the future.
