The heat of the pressure has caused severe impact on WIRACARITA's Research Center, a Non-Departmental Research Institute under Indonesian Institute of Sciences (LIPI), which provide services in the field of information technology, whose suffered a significant decrease in total funds generated from business to business collaboration between WIRACARITA's Research Center and external parties during the years of 2004-2006. With project completion rate only 36 % from all projects that have been conducted during 2006, has indicated the lack of research project management implementation at Puslit WIRACARITA. Based on the issue, business process analysis has been conducted to every implementation stages, started at planning, execution and control of research supported activities. Current reality tree applied to this analysis has been succeeded to uncover some root causes related to the issue. These root causes are inneffective implementation of resource usage plan, inneffective collaboration with suppliers, incentives for administrative and procurement staffs, and also inneffective communication among stakeholders involved in execution and controlling stages of research activities. Business process optimalization conducted using Value Chain concept from Porter (1985), result in the creation of research project management blueprint to support research activities at Puslit WIRACARITA, which will be implemented using open source software aplications. Furthermore, inspired by e-business concept as a path to profitability (P2P), the blueprint is translated into new business concept called Research Project Organizer, a strategic collaboration between research institutes, small medium enterprises and cooperative, which estimated to contribute potential revenue about 100 billion rupiah in yearly basis. text |
