In that year, Indonesia will experience a demographic bonus where the population of working-age individuals is greater than the non-working-age population. One of the primary visions of Indonesia Emas 2045 is the development of human resources and the mastery of science and technology. Unfortunately, the quality of human resources in Indonesia remains at a low level due to the suboptimal quality of education. This is evident in the low level of literacy among its population, including in the city of Denpasar. The main factors contributing to the limited progress of literacy in the community of Denpasar, despite a high literacy rate (97.66%), include limited access to schools, limited access in the community, and a low level of reading activity among its residents. However, there are at least 42 literacy communities in Bali that are active in various fields with the common goal of advancing and enhancing literacy activities in the Balinese community, particularly in Denpasar. The challenges faced by these communities in conducting literacy activities, such as the lack of reading materials in some literacy communities and limited human resources, have prevented literacy activities from evolving into other forms. Therefore, architecture plays a crucial role in helping to address these issues by providing supportive facilities, one of which is the establishment of public libraries. These community-based public libraries are designed not only as educational facilities but also as recreational spaces, third places, and centralized literacy activity centers for the community and the public. All of these functions are then redefined as inclusive spaces, collection spaces, and cultural spaces. The provision of inclusive spaces in the library aims to create an environment that supports social interaction among users and communities. Collection spaces are meant to meet the community's need for a centralized location for literacy activities by providing quality reading materials. Finally, cultural spaces are created in response to a social phenomenon where people prefer going to malls over libraries, so this library is designed to be a place for self-expression and relaxation for its users. In implementing these programs into the design, the concept used is "Hita: Creating Harmony between People, Nature, and Culture." This concept is born from the adoption of the globally recognized local philosophy of Tri Hita Karana, which explains the relationships of humans in their daily lives. text
