As per the regulations stated in Law Number 14 of 2019, the province has an annual potential of 1,059,000 tons of fishery products. Not only it has abundant potential for fishery, but based on the data from the province development plan of industry 2019-2039, Bangka Belitung also recorded to have a total of 12,843 micro, small, and medium enterprises (MSMEs) in 2016. Considering this, the government projected that the food industry based on fisheries will contribute an additional IDR 30 billion in value, experience an 8 percent growth rate, achieve an export value of IDR 4,500,000 million, create employment opportunities for 25 thousand individuals, and attract an investment value of IDR 200 billion from 2019 - 2024. To achieve this, 13 strategic plannings are designed with one of them being the strengthening program of the supply chain in the related industry. However, it appears that the plan lacks favorable circumstances, particularly concerning the information system throughout the supply chain process. The inadequate availability of data at the regency level hampers the development of an effective information system, leading to a limited understanding of the supply chain among stakeholders and the government, which ultimately hinders the development. This study aims to map the whole picture of the current supply chain of two MSMEs products, which are Rusip and Fish Crackers in Pangkalan Baru (a sub-district in Bangka) and to provide performance metrics for improvement based on the SCOR model. SCOR models are used to map the existing supply chain by 6 processes, those are Plan, Source, Make, Deliver, Return, and Enable. According to the analyses, it is found that the supply chain map of Rusip and Fish Crackers are similar. Overall, actors in the supply chain are fishermen, small middlemen, big middlemen, suppliers for non fishery-based materials, government, MSMEs, logistic providers, resellers, and customers. The difference is only found in Fish crackers that often involve external parties from outside Bangka Belitung, such as for purchasing Tapioca Flour. Rusip production, on the other hand, is simpler and typically limited to Bangka Belitung, except for selling the product. Aside from that, the low awareness and utilization of information systems seems to be the root problems, leading to the inability for MSMEs to balance supply and demand. Therefore, as a recommendation, a total of 12 performance metrics from the SCOR model are suggested to be applied as an initiation step to improve the MSMEs and the supply chain performance. To ensure the success of the development, the intense involvement from the government is also suggested for the leading and monitoring aspect. text |
