This phenomenon which is seen as SWPG (Social Welfare Problem Group) is a complex problem and closely related to the issue of poverty. Poverty is not only assessed from an economic perspective, but also from a lack of working mentality. Currently, the government's best effort in addressing the sprawl issue is the provision of social homes. Social homes function to provide housing for homeless-beggars of various age groups, supporting various activities to entertain and increase productivity. Unfortunately, this program has not been successful in reducing the number of sprawl in DKI Jakarta, because the activities provided do not increase their competence to work and provide for their own livelihood. Although homeless-beggar issue is uneasy and has a strong negative stigma, it noticeably still has various benefits that can be utilized by more affluent groups of society. Homeless-beggars are willing to do the dirty work and create many job opportunities for other residents. With careful planning, they can be trained to get jobs and live harmoniously in a community which also supports the training program. Responding to the issue of limited land slots in the middle to upper class society, the project brings together the elite and the sprawl in a mutually beneficial community. Projects incorporate three typologies: apartment, temporary shelter, and development center. The skills development’s program applied in the project will respond to potential economic activities around the site, as well as be integrated with other existing functions in the project. In this case, if the trained participant does not find work in the vicinity of the site, they can still contribute as a labor in the apartment and development center. To solve various design issues, the project is based on 3 main concepts: placemaking, biophilic design, and a productive and sustainable learning environment. text |
