In order to avoid gaps between one island and another, it is necessary to have a logistics system connectivity between islands in Indonesia. To support connectivity and the national logistics system, the Indonesian government currently has a main program, namely the concept of developing the Tol Laut Program. Until now, there are 34 tol laut routes operating throughout Indonesia, one of which is the T-3 route which serves distribution to the Riau Archipelago. In order for a goods distribution system to be effective and efficient, it is necessary to have a shipping route that takes into account the feasibility of the port of call, the frequency of stops and the best route so that it can accommodate the Tol Laut Program on the T-3 route. The methodology used in this final project is to use Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis to assess the feasibility of transit ports, numerical analysis to calculate the optimal frequency and spatial analysis to assess the feasibility of existing shipping routes using the parameters of distance, safety, and convenience. From the results obtained in this final project, recommendations are given so that the T-3 route can run effectively and efficiently. The results of this final project provide three recommendations including the best route, optimal port flow, and optimal frequency. The best recommended route provide a route that is safer in terms of depth, easier to identify in the field, and has a shorter distance. Optimal port flow recommendations provide information on the classification of port classes into feasible, moderately feasible, and unfit for harboring. The recommended optimal frequency can provide information on the optimal frequency for ships anchoring at each port in terms of distance and availability of cargo. The recommendation findings in this final project can be used to increase the effectiveness and efficiency of the implementation of the T-3 route. text
