Summary:<p align="justify"> The rapid development process of the city from year-to-year causes changes in land cover and infrastructure functions that have been built, as happened in big cities on the island of Java. These changes cause problems such as declining environmental quality, irregular urban planning, pollution, social and economic problems, and increased disaster vulnerability. Based on this, it is necessary to implement a long-term strategy for urban growth and development to be sustainable. This is in line with the 11th goal of the Sustainable Development Goals (SDGs) by the United Nations, namely "Making cities and settlements inclusive, safe, resilient, and sustainable". This study aims to examine changes in green open space and developed land as part of the parameters of the urban development index in the provincial capital city on Java Island. The study of changes in green open space and developed land was carried out using normalized difference vegetation index (NDVI) and normalized difference built-up index (NDBI) methods, while the urban development index study was made by adapting the city development index (CDI). Changes in green open space in 2013 – 2022 that occurred in each city are different, Bandung City and Semarang City have decreased green open space area while other provincial capitals have increased. Changes around built land for all cities have increased with Bandung City experiencing the most increase, which is as much as 10.26%. The results of the city development index show that Semarang City is an area that has the highest CDI score compared to other cities, which is 76.03 out of 100.
