It is necessary to prepare an integrated air pollution control plan. One of the keys is by conducting an emission inventory as a basis for making public policy. Through this research, an emission inventory was conducted in DKI Jakarta for CO, NOx, SOx, PM2.5, and PM10 pollutants in the transportation, residential, power generation, industrial, agricultural, and solid waste sectors. The activity data used from 2019 to 2021, to determine the impact of the Covid-19 pandemic on air pollution levels. The guidelines for this research are Guidelines for Developing Emission Inventory in East Asia 2011 and EMEP/EEA Emission Inventory Guidebook 2019. The accuracy level is Tier 1, with a top-down approach. The inventory results show that the most consumed type of fuel in DKI Jakarta is natural gas, with a total of 301,457,025 GJ. Carbon monoxide (CO) is the type of pollutant most emitted by the transportation sector (1,947,901.86 tons), agriculture (171.75 tons), and solid waste (14,350.42 tons). Nitrogen oxides (NOx) are the most emitted type of pollutant by the industrial sector (9,737.73 tons), residential (2,985.56 tons) and power plants (20,955.25 tons). In the livestock sector, the dominant type of pollutant is PM10 (3,766.68 tons). Of the total emissions during 2019 – 2021, the transportation sector is the main contributor to CO (98.5%), and NOx (72%) emissions, the solid waste sector is the main contributor to PM10 (68.8%), and PM2.5 (67.8%) emissions, and the industrial sector is the main contributor to SOx emissions (56.5%). In general, there was a decrease in CO (-17%), NOx (-17.6%) and SOx (-80.1%) emissions in 2020 compared to 2019. Emissions rose again in 2021 (CO: 5.5%, NOx: 7.7%, SOx: 223%). Meanwhile, PM10 and PM2.5 emission trends increase every year (increasing 19.4% for PM10 and 18.7% for PM2.5 in 2020, then in 2021 increasing 3.6% for PM10, and 3.2% for PM2.5). text
