The complexity of the problems of the people at the border are very prone to being infiltrated by various foreign interests which can threaten the unity and endanger the integrity of the Unitary State of the Republic of Indonesia. Observing the dynamics of challenges and threats in the Natuna Regency area, apart from policies in the economic sector, it must also be balanced with policies on building national character for the people of Natuna Regency through fostering awareness of defending the country, which is directed at increasing and strengthening the values of defending the country. This study aims to analyze the selection of strategies in the framework of defense development through increasing awareness of defending the country in line with efforts to increase the economic growth of coastal communities in Natuna Regency. This study uses the Mix Method approach with the Miles and Hubberman Method, Iterated Main Factor Analysis (Iterated PCA) and Analytic Hierarchy Process (AHP). From the results of the qualitative analysis it is known that Natuna's economic condition is dominated by 4 main sectors, namely: agriculture, forestry and fisheries; construction sector; the wholesale and retail trade sector, car and motorcycle repair, and the government, defense, and compulsory social security sectors. The fisheries sector is a sector capable of driving the Natuna economy and the Natuna people where the government is currently making efforts to empower this sector by strengthening the fishing industri in Natuna. Economic Conditions The Natuna people, most of whom work as fishermen, are very dependent on marine products. However, the existence of SKPT has not been utilized optimally by fishermen where fishermen still carry out transactions traditionally by selling their catch directly to tauke-tauke in each area. Seeing this, the government has determined 3 alternative strategies for Natuna's economic development through the Development of the Maritime and Fisheries Sector, the Development of Integrated Economically Oriented Military Facilities and the Designation of Natuna as a Special Economic Zone. The selection of alternative strategies is carried out simultaneously with an increase in defense power through the awareness of defending the state of the Natuna people. Based on the results of quantitative calculations carried out using PCA, the National Defense Condition in the Natuna Regency National Defense Index is 3.23 or in the Fairly Good category. Several social attitudes that reflect the application of the value of defending the state of the Natuna people include safeguarding Indonesia's maritime sovereignty by reporting violations that occur, harmony between the Natuna people who are multiracial, multiethnic and multi-religious without conflict, the attitude of the Natuna people who have values of unity, mutual cooperation, and prioritizing deliberations, participating in various activities in villages without any coercion to jointly develop Natuna by sacrificing time, energy and thoughts for the progress and welfare of Natuna. The choice of economic development strategy was carried out using the AHP method by producing a weight for each criterion, namely Love for the Motherland of 0.267, Awareness of the Nation and State of 0.244, Loyalty to Pancasila as the State Ideology of 0.277, Willingness to Sacrifice for the Nation and State of 0.164 and Initial Ability National Defense of 0.068. The weight of the criteria and alternatives that have been known to produce the final score is the Development of the Maritime and Fisheries Sector of 0.345, the Development of Economic-oriented Integrated Military Facilities of 0.239, and the Development of the Natuna Special Economic Zone of 0.416. Thus the most appropriate alternative strategy for Natuna's economic development is to make Natuna a Special Economic Zone. The contribution of this research can be seen from the determination of economic development alternatives, the Natuna National Defense index and the selection of an Economic Development strategy through increasing awareness of the people's National defense. This research can contribute knowledge about the use of combined Miles and Hubberman methods. PCA and AHP in selecting the best strategy in determining economic development in Natuna. The results of this study can be used as a basis for improving the economy in Natuna at a macro level by increasing the awareness of defending the country for the Natuna people.
