The Government's plan targets comprehensive land registration in a relatively short time with inadequate human resources, technology and costs, as well as limited quality control and often ignores the completeness of land data so that approximately 15,941,797 land parcels in Indonesia do not meet the land registration requirements. (Geodesy and Geomatics Engineering Study Program, 2022). From the Complete Systematic Land Registration (PTSL) activities there are still data on land parcels registered with mapped (KW 1,2,3) which still have overlap and data on registered land parcels that have not been mapped (KW 4,5,6) which still have discrepancies in the field. From these problems, a comprehensive land registration base map is needed and is complemented by Georeferenced Photo Map or High Resolution Satellite Imagery. The data collection methodology used is photogrammetry using Nir Crew Aircraft (PUNA/UAV) which is developing quite rapidly, the latest technology is now equipped with a positioning system in the form of the Global Navigation Satellite System - Post Processing Kinematic (GNSS-PPK). The advantage of using GNSS-PPK is that it can minimize the number of GCPs as tie points in aerial photography. The researcher hypothesizes that with a comprehensive registration base map equipped with Georeferenced Photo Maps or High Resolution Satellite Imagery, efforts to improve data quality for both K1, K2, K3, and K4 can be more easily realized.
