Description
Summary:As the economic center of Indonesia, DKI Jakarta is one of the subject to the greatest impact of climate change. This area has faced a series of extreme climate disasters, especially floods and tidal waves. In response to this issue, DKI Jakarta formulated the Climate Change Adaptation Plan (RAD-API) in 2013. However, there are indications that the planned climate change adaptation efforts by the government in DKI Jakarta have not been fully effective in implementation, given the persistently high risk of climate disasters, particularly floods, which continue to be a persistent problem in DKI Jakarta. Therefore, the purpose of this final research project is to evaluate the RAD-API of DKI Jakarta in the field of infrastructure in addressing flood, tidal wave, and inundation issues by assessing the effectiveness of the implemented activities and the formulated implementation plan. The research focuses on the field of flood control infrastructure due to its crucial role as a structural adaptation measure in adapting the impacts of climate change, especially floods. The research begins with the identification of activities, programs, and performance indicators planned in the RAD-API, which are then derived to the RPJMD and RKPD of DKI Jakarta. Subsequently, a formal evaluation is conducted using effectiveness criteria that include assessing the implementation of activities, achievement of outcomes, and expected impacts to ensure the attainment of established indicators. Additionally, constraint mapping is carried out to identify the challenges and obstacles that prominent during the implementation of activities and program implementation. The research findings indicate that the execution of the activities and programs in the climate change adaptation plan to address floods, tidal waves, and inundation in the field of infrastructure overall has not been effective. Consequently, DKI Jakarta's flood control infrastructure still lacks resilience to climate change as it has not able to fully resolve the problems.
