Summary:The Pangandaran Beach in West Java, being a part of National Tourism Strategic Areas, is a salient tourist destination in Indonesia that attracts many visitors. However, since the onset of the COVID-19 pandemic, the number of its visitors continues to decline every year. Hence, this research aims to determine factors that influence tourist visitation rate in Pangandaran Beach, and to propose some recommendation for the development plan of the beach tourism accordingly. This research uses mixed methods of quantitative and qualitative techniques. The first step of the quantitative method was to identify the variables based on tourism value chain. These variables were then applied using the factor analysis technique to determine significant factors that influence the tourist visitation rate. Meanwhile, data for the qualitative method was collected through observation and interview with the locals. The final step of this research was formulating a set of recommendations for the development plan of Pangandaran Beach tourism. Based on the results from the factor analysis, 10 factors are obtained. Subsequently, based on the top two most influencing factors, author developed a set of recommendations for the development plan of Pantai Pangandaran tourism, using concepts such as pro-poor and sustainabale tourism as references. These recommendations are as follows: building wave breakers, competence and employment status for baywatch officers, improving the waste management system, as well as increasing the quantity and quality of toilets.
