Description
Summary:Abstract :

Indonesian businesses have been challenged to be able to adapt to the tight competition and demanding change by developing programs to increase their competences in order to compete effectively. Total Quality Management (TQM) is considered to be one of the appropriate programs, although it is not easy to implement. Every organization needs to tailor its implementation process to be appropriate to its operations and strategies, available potencies and potential advantages. This research was conducted in PT. Pulogadung Pawtira Laksana (PT. PPL), an automobile assembly company, and aimed at finding significantly contributing factors of the successful of TQM implementation in Indonesian business context.

The model of the research - which was developed based on the model of change from Pettigrew and Whipp (1991)was composed of three influencing dimensions, i.e. dimension of context, content, and process. Dimension of context was concerned with the context of culture and organization, while dimension of content was concerned with the quality management of organization, and dimension of process was concerned with the process of change within the organization. All dimensions influenced the implementation of TQM. Several management systems were adopted and implemented at the same time at PT. PPL, resulting uniqeness in TQM implemetation and difficulties in controlling behavior over actual events during the process of research. Therefore, this research applied a case study research as a research strategy.

The dimensions of model were then elaborated into variables. Dimension of context was elaborated into variables of cooperation and quality awareness, dimension of content was elaborated into variables of leadership, policy and strategy, people management, resource management, and process management, and dimension of process into variables of commitment, communication, change, and learning. Analysis was carried out for each variables to find supporting factors in the process of TQM implementation. This research found some variables that were positively influencing (supporting factors) the process of implementation of TQM at PT. PPL, i.e. variables of cooperation, leadership, process management, commitment, communication, and change.
