ANALYSIS OF THE INFLUENCE OF PROCUREMENT SYSTEMS ON THE QUALITY OF GOVERNMENT CONSTRUCTION PROJECTS CASE STUDY: GOODS AND SERVICES PROCUREMENT SYSTEM IN TEGAL REGENCY

<p align="justify"> The quality of government infrastructure construction must be maintained to ensure the safety and comfort of the users. The procurement system used by the government for construction projects affects the bidding prices and can have an impact on financial management and construction quality by service providers. Therefore, this research aims to: 1) identify the implementation of the procurement system according to Presidential Regulation No. 12 of 2021 in the selected areas; 2) identify the quality of government construction projects in the selected areas; 3) identify the influence of the procurement method according to Presidential Regulation No. 12 of 2021 on the quality of government construction projects in the selected areas. This study utilizes qualitative data and examines projects conducted by the Public Works Agency and the Education and Culture Agency of Tegal Regency. Data is collected through interviews, literature review, direct data collection, and field surveys. The analysis is conducted to evaluate the implementation of the review regulations, construction quality based on procurement methods, and the impact of the procurement system on the quality of government construction projects. The analysis findings indicate that: 1) the procurement system implemented in Tegal Regency complies with Presidential Regulation No. 12 of 2021 and the LKPP Regulation No. 12 of 2021; 2) government construction projects in Tegal Regency conducted through direct procurement methods result in better construction quality compared to projects conducted through tender methods; 3) the main influencing factor is the low bidding prices in tender projects, which leads to lower budget allocation for service providers and potential manipulation or deviation from specifications to ensure profitability for the service providers.
