Abstract :

The Eastern Indonesia is a region that have important potential, but it is still relatively undeveloped due to the existing infrastructures and means are remains minimum.

The sea transportation is one of means which usable to connect throughly regions dispersed, in which there are much more anchorages may be used to the transit. To identifiable on the position of an anchorage of which some others and what preferable strategy is applied to develop such anchorage, the author have preparation of this thesis.

In this case, as 27 observation units on the anchorages in the Eastern Indonesia and adopting 22 variables, either that derived from the internal such as performances, infrastructures and means, vessel visits, commodity flow, volume and values of export and import or from the external as hinterland area width, total of the population, and hinterland area PDRB will be found for the anchorage position by means of both principal component analysis and claster analysis. Based on such position then a developmet strategy of the anchorage is prepared on both comparative analysis and SWOT analysis.

Use of the principal component analysis was obtained as 4 important factors of 22 variables, in which at the same time both 1 and 2 principal factors had represent as 64,7% of total variables which have an effect to the development of an anchorage. As 27 observation units are observed and by means of claster analysis then four anchorage clasters are established. Description by an observation unit biplot technique on the I and II principal factors shown position of each anchorages.

Establishing of the Anchorage Development Strategy based on both comparative analysis and SWOT analysis have provided agresive/growth, rationalization/change, defensive/survival, and diversification/out-orientation strategies.
