The amount of wasted time on the roads might lead to a lack of productivity because people should have spent those time resting or doing something productive. Bandung, the capital of West Java Province, is no exception to that problem. Bandung lawmakers have implemented traffic management policies to tackle that problem, such as one-way systems, road closures, threshold treatments, and much more. Yet, traffic congestion is an apparent problem in Bandung, especially during rush hours. Congestion charging has proven effective in cities like Singapore. However, it has not been implemented in Bandung thus far. Traffic volume in Singapore has reduced by 10 to 15 percent after the implementation of ERP in that city. This study analyzes the direct impact of electronic congestion charging implementation on some congested roads in Bandung and the indirect impact of the policies on the rest of the urban road network. This study aims to simulate the implementation of a congestion charging system in the city of Bandung. The simulation aims to assess the impact of the congestion charging system on the existing road network in Bandung. The study will focus on both direct impacts on traffic conditions on several major roads in Bandung, as well as indirect impacts on roads that are not subject to the charging system. Additionally, the study aims to identify the most effective pricing scenario based on traffic and economic parameters. This study uses macroscopic traffic simulation to model the existing traffic condition in the Bandung road network. Four steps transportation modeling process, consisting of trip generation, trip distribution, modal split, and traffic assignment, will be carried out. Traffic modeling and traffic simulation will conduct using PTV Visum software. Then the same method is used to model some scenarios to obtain the optimized version of congestion charging implementation. Those models will provide an overview of the before and after congestion charging implementation conditions. The model will also consider transportation mode preference change caused by the high price of congestion charging. Thus this study also analyzes the impact of that policy on intermodal change from private to public transportation. Therefore the optimized scenario might be a consideration to Bandung policymakers to help reduce traffic congestion. Thus, an optimal scenario is obtained which can be considered for decision-making related to traffic congestion in Bandung. Based on the results obtained, there is an improvement in traffic performance when the congestion charging system is implemented in Bandung. This impact occurs both on the roads that are charged and those that are not charged. The main cause of the improvement in traffic performance is the shift from private vehicles to public transportation. Another cause is the change in routes, which has a small contribution to the overall road network. Regarding the economy, all the five scenarios are economically feasible. text |
