This condition is exacerbated by the phenomenon of climate change which encourages the occurrence of a water crisis. The phenomenon of the clean water crisis that occurred in DKI Jakarta was due to the large gap between clean water demand and clean water availability with the coverage of clean water piped services by PAM JAYA of 65.9% in 2021. To fill this gap, Many people use groundwater to meet their daily clean water needs. Groundwater exploitation causes land subsidence of 20-28 cm/year so that it is predicted that 110.5 km2 of the Jakarta area will be submerged in 2050. The use of recycled water can be a potential as a new source of groundwater replacement. However, the exact form of utilization of recycled water is not yet known in DKI Jakarta. The purpose of this study is to identify the factors considered in selecting options for utilizing recycled water in DKI Jakarta. Assessment of factors and options for the use of DKI Jakarta recycled water was analyzed using the Analytic Hierarchy Process (AHP) method with a pairwise comparison questionnaire based on the perceptions of experts and stakeholders involved in DKI Jakarta wastewater treatment. The results of the AHP analysis show that the environmental factor (L) has the highest weight, namely 0.25. The second highest weight is the Social factor (S) and the Economic factor (E) with a weight of 0.21. Then followed by the Technical factor (T) with a weight of 0.19 and the Institutional factor (I) with a weight of 0.16. There are 9 sub-factors that have a high influence on the selection of options for utilizing recycled water in DKI Jakarta. The sub-factors include: quality of treated water (T2), establishment of rules and decision-making (I3), water savings (L1), quality of receiving water bodies (L2), environmental impacts (L3), investment costs (E1), sources of funds financing (E2), O & M costs (E3), and human health (S2). The most suitable utilization option in DKI Jakarta is for general purposes such as for flushing, fire fighting water, and air conditioning (AC) water. The results of the in-depth interview explained that prospective customers support the recycled water system in DKI Jakarta with several conditions including: the existence of policies and guidelines on recycled water, the existence of halal standards, clear government regulations, good management, the existence of outreach and education about recycled water rework, the existence of reliable technology, and scheduled laboratory tests. text
