Description
Summary:Gender inequalities in social systems create disaster risks that are unevenly distributed. In addition to creating different impacts between men and women, gender constructs shape different responses and behaviors in disaster situations so gender needs to be considered in addressing the problem. In 2020, flash floods occurred in the Bokek Beach Watershed, North Sumatra, and there has been no research reviewing the different impacts or roles of men and women in the disaster. Therefore, this study aims to identify gender roles in the preparedness phase of flood disaster response in the Pantai Bokek watershed, North Sumatra. Primary data was obtained through observation, interviews and focus group discussions, while secondary data was collected from online news channels. Findings show that flash floods have different impacts on men and women, leading to different genderbased burdens. Men face financial and economic burdens, while women bear the responsibilities of caregiving, community support, household tasks and emotional well-being. The research also identified patterns of action between men and women during, after and before the disaster, with most actions being intergender coordination that went hand in hand with a gendered division of labor, with the division of labor largely corresponding to regular gender roles. However, there were also reversed gender roles, such as women playing an important role in aid distribution, decision-making processes and utilizing support networks to obtain assistance. This research demonstrates the importance of recognizing and enhancing the capacities and contributions of both men and women, and highlights the importance of collective action, to strengthen flood preparedness in the Pantai Bokek watershed in North Sumatra
