TRANSFORMATION OF ARCHITECTURAL STYLES IN GOVERNMENT BUILDINGS IN ROKAN HILIR REGENCY DURING THE PERIOD 2001-2021

After the enactment of Law Number 22 of 1999 concerning Regional Government, Indonesia underwent decentralization on January 1, 2001. Based on Law Number 25 of 1999 concerning Financial Considerations between the Central Government and the Regions, the budget is distributed to the regions by the Central Government. These regulations provide an opportunity for local governments to develop and showcase the culture of their respective regions, one of which is through architectural development. This can be seen from the design choices of the three regents of Rokan Hilir during the period of 2001-2021, where the architectural design references shifted from local references, namely Malay architecture, to dome references and foreign architectural styles. This research aims to map the pattern of architectural style changes in government buildings in Rokan Hilir during the period of 2001-2021, identify factors influencing architectural style changes, and analyze the relevance of the evolving architectural style with local cultural values. The research method uses a historical approach with diachronic and synchronic analysis. In addition, it conducts an analysis of factors influencing architectural style changes using Pierre Bourdieu's Habitus and capital theory. The research results indicate that there has been a hybridization of three main architectural styles (traditional architecture, dome architecture, modern architecture) during the period of 2001-2021, namely: Traditional Style, Modern Style, Hybrid Neo-Classical - Dome Style, Hybrid Dome - Modern Style, Hybrid Traditional - Neo-Classical Style, Hybrid Traditional - Dome Style, Hybrid Traditional - Neo-Classical - Dome Style. The factors influencing the changes in the architectural style of government buildings are closely related to the differences in Habitus and capital possessed by each regent who has served in Rokan Hilir, leading to different choices of architectural designs.
