Summary: | Defense matters are very complex and sensitive problems while their relation with
government policies. Therefore, defense matters are stated in the Laws No.32 year 2004
as one of sectors being handled by the central government. To conduct defense, the
Minister of Defense of the Republic of Indonesia issued a policy in form of the
Regulation of the Minister of Defense Number: PER/01/M/VIII/2006 concerning
Structure of Organization and Work Order of the Department of Defense. It is expected
that through the regulation, the Department of Defense achieves effective performance.
However, there are some problems related to defense sector indicating that the
Department of Defense has not reached effective performance.
This study is aimed to review about how the implementation on structure of organization
and work order is in the Department of Defense, and to measure how significant the
Policy Implementation of Structure of Organization and Work Order of the Department
of Defense influences achieving performance effectiveness of the Department of
Defense. This research used methodology of research in quantitative and referred to
approach of dimensions of environment, value and resources.
This study and review is carried out in view of its importance of policy implementation
by government institution such as the Department of Defense while writer saw that the
policy is not optimally implemented in the Department of Defense.
This research used Survey Explanatory as its method of research. The population and
sample of this research is collected from the staff and officials of the Department of
Defense from level of eselon I up to eselon IV. Sample collected by using stratified
random sampling with measurement of 100 samples. The primary data is obtained by
using questionnaire which is designed to be suitable with the used and needed variables
in this research.
The result of research indicates that the implementation of the Regulation on Structure of
Organization and Work Order significantly influences to the performance effectiveness of
the Department of Defense. The dimensions of environment, value and resources gave
significant influence to the performance effectiveness of the Department of Defense, with
the highest influence from dimension of environment and the lowest from that of value.
Therefore, the Department of Defense should review and develop positive values to be
systematically applied in the work environment as an organizational culture of the
Department of Defense. |
