government can arrange asset management which consists of a series of activity
stages. Penukal Abab Lematang Ilir Regency is a newly established regency, asset
management has not been a major concern even though asset management is
important to meet regional needs. Therefore, this study is important to see the
extent to which asset management has been implemented and the structure of asset
management issues. This study is to formulate recommendations for improving
land and building asset management that can be implemented by the Regional
Government of Penukal Abab Lematang Ilir Regency. This research reviews the
ideal variables and indicators of regional land and building asset management, the
characteristics of land and building asset management owned by the Penukal Abab
Lematang Ilir District Government, the structure of the problem of implementing
land and building asset management, aspects considered and components that can
be regulated in land and building asset management. This type of research is
evaluative research. The approach in the research of land and building asset
management uses quasi-evaluation. The results showed that the management of
land and building assets in Penukal Abab Lematang Ilir Regency was not optimal
as seen by the existence of fourteen problems spread across the variables of asset
administration, asset optimization, and asset evaluation. The problems are caused
by aspects of human resources, institutions, and regulations in several components
of the implementation of land and building asset management in Penukal Abab
Lematang Ilir Regency. Recommendations that can be made in handling human
resource aspects require steps such as training and technical guidance. Efforts in
handling institutional issues such as intensive communication between work units
and collaboration between human resources are also important for knowledge
exchange. In addition, the preparation of clear regulations for each stage of asset
management needs to be done to ensure structured and compliant implementation. |
