The election process in Indonesia currently still uses paper as the main documentation artifact starting from the vote counting process at TPS to tiered recapitulation up to the Central KPU. One solution that has been developed to assist this process is the Mobile Electronic Recapitulation System application. Sirekap Mobile functions to capture and send C-type form images to each TPS by KPPS. Image scanning is then performed by utilizing OCR and OMR technology. The results of the scan of type-C form are sent to Witnesses and Supervisors to verify compliance with the photos received. However, based on the results of the previous implementation, Sirekap Mobile still has several aspects that can be improved so that it can handle all conditions and situations that exist in the field. Some of these aspects include the introduction of form images which are carried out automatically thereby reducing human error compared to the previous method which required taking pictures in the context of a specified page. In addition, an alternative method is also needed for sharing form results so that it can be used without an internet network. This is because the use of the website as a form distribution method is not suitable for use in rural areas with limited internet networks. The alternative solution developed is to change the flow of the form image capture interaction. The implementation is done by creating a take a picture button that can be accessed without the need to select a form and adding an image history feature to track the status of each form image that has been taken, whether it has not been sent, is being processed, or has results. Furthermore, the implementation of sharing forms offline is carried out using a local hotspot that can serve content on the Android Web Server. In addition, for devices that do not support the local hotspot feature, users can use an alternative form of sharing using Bluetooth. Based on the test results of the application usage scenarios that have been designed, it can be concluded that the addition of this feature can work well in accordance with the expected results. text
