Summary:Perum Perumnas is a State-Owned Enterprise engaged in the construction and provision of housing services. Perumnas evaluates the health and performance level of the company annually and has been categorized as unhealthy by 2020 and 2021. Preliminary studies were also carried out to explore alleged problems that occurs and found many symptoms that arose so it was necessary to carry out an organizational development process that began with the diagnosis stage to identify problems that occurred in the organizational elements. The results of the diagnosis will be used for the purposes of designing solutions in the form of organizational development thru interventions of appropriate change programs for Perumnas. The diagnostic model used in this research is the result of a combination of 4 models that have been previously developed with the final result being 68 indicators from 13 organizational elements used in the Perumnas organizational diagnosis questionnaire. Quantitative data collection provides conclusion that there were problems in the aspect of the number of employees owned by the organization, the number of skilled employees owned by the organization, and the condition of employee performance. These results were used as a reference in the process of identifying the direction of development and improvement which was carried out through semi-structured interviews. The theme of the problems that emerged in the process were then confirmed back to the problem owner to identify critical issues that needed to be prioritized for immediate repair and the results were problems in the number of skilled employees, employee development activities, employee competency description, employee competency assessment, performance conditions, and performance appraisal is prioritized for improvement. Human resource intervention through the design of a competence assessment programmes was chosen as the most appropriate form of organizational development intervention for Perumnas.
