ABSTRACT: <br /> <br /> <br /> Facing the free trade era in the year of 2003, information holds a very significant role in the business world. The fast advancement in information technology has voiced a wake up call to the business world to compete at its best. Government role has lessened, replaced by information mastery as the fate decider in the competition. Small scale enterprises as one of the actors in the business world, willingly or not, also has to enter the era of free trade. Therefore, they have to have the speedy access to the information needed. <br /> <br /> <br /> The current condition is, small scale enterprises is having trouble accessing needed information, such as information about capitalizing, raw material, technology, market, regulations, and business opportunities. Therefore, it is necessary to create a Center of Information Network for Small Scale Enterprises that will enable small scale enterprises to access information easily, balance the information sharing process among individuals in the economy, an-in the long term- create an information society, especially from the people of the small enterprises.
