price. Informal land development can be in the form of occupying land that is not
owned or is in an illegal location, erecting buildings that do not meet standards,
and being in slum areas. Informal land use can also be linked to the government's
inability to provide affordable housing for low-income families. One of the
informal land developments is deltaber. If properly managed, deltaber can
provide economic benefits by becoming a land stock in the future. However, it can
also cause problems if the treatment of deltaber is not correct. One of the areas
that has large enough of deltaber is Kota Cirebon, which is located on the North
Coast of West Java Province. The process of land development on deltaber in
Kota Cirebon continues to be carried out because there is no policy on this issue.
The administrative area of Kota Cirebon has expanded due to the existence of
deltaber, especially in Kelurahan Lemahwungkuk. Deltaber in Kota Cirebon is
owned by local people without a legal ownership permit and development permit.
The purpose of this research is to explain the process of land development on
deltaber in coastal of Kota Cirebon that focuses on the process and actors
involved. To answer this purpose, this research was conducted with a qualitative
approach through primary data collection techniques, namely interviews and
analyzed using qualitative analysis methods. Thus, the results of this study are
expected to provide academic benefits in the knowledge of Urban and Regionaliv
Planning, especially related to the application of event-sequence models and
agency models in the context of informal land development on deltaber. In
addition, the results of this study can be an input to the treatment of deltaber
problems so that it can decide on a policy/steps for handling deltaber in the
future.
The results showed that deltaber in Coastal of Kota Cirebon is utilized as a place
to live for low-income people. Deltaber in the study area can be classified into
three types through four land development processes, namely the process of
obtaining land, the construction process, the legalization process, and the process
of channeling (buying and selling or leasing). Type 1 is naturally deltaber, type 2
is deltaber that is accelerated by humans, while type 3 is deltaber in the river
border. The process of forming deltaber takes a long time because it requires
backfilling with garbage and shallows or materials used in building construction.
The process of obtaining land is done informally, namely by acquiring deltaber
that belongs to the state. The actors involved as peggers or acquirers of deltaber
are called occupiers and buyers or seekers of deltaber are called land buyers. The
construction process is also carried out informally by carrying out construction
without permission and using informal financing. The legalization process can be
shown by proof of ownership owned by the community in the form of a Surat Izin
Menggarap (SIM) or surat hak garap or similar letters. The issuance of this letter
involves actors such as the government at the RT, RW and kelurahan levels.
Likewise, the process of channeling (buying and selling or renting) carried out
informally, in the traditional way does not involve any online or digital marketing
technologies or platforms. People do this process orally or by word of mouth.
Thus, it can be concluded that the development of deltaber in Coastal of Kota
Cirebon is carried out informally, although in the construction process it is not
built from available materials, such as packing boxes, fish barrels, cardboard
boxes, wood, cans, straw and even newspapers, but uses commonly used materials
such as bricks or concrete blocks, cement, river stones, and so on. This research
has also not been able to show the relationship between land developmentv
behavior and socio-economic conditions in case study and explain the context and
external circumstances that cause land development on deltaber. |
