Summary:Land and agricultural land are two different but related things in the context of agriculture and the environment. Various problems, such as land conversion into infrastructure, urbanization, and climate change, still threaten Indonesian rice fields. Therefore, steps are needed to preserve paddy fields, one of which is the establishment of Protected Paddy Fields (LSD), especially in Bogor Regency. However, the determination of LSD raises various problems in the field. One overlaps spatial planning, land use, permits, and land rights. This study aims to formulate recommendations for resolving conflicts over the determination of LSD by the Ministry of ATR/BPN. This study uses qualitative methods with descriptive analysis techniques, ground theory, and intersect overlay. The results of this analysis are 1) The problems related to LSD are mapped based on factual facts and planning documents. The problem in Bogor Regency is the determination of LSD to be on non-rice fields, with the planning being non-agricultural, 2) the formulation of the typology and structure of the problem for making resolution decisions by 3) mapping the structure of the problem and the stakeholders/actors in control, and 4) formulating the aspects to be considered and principles of LSD conflict resolution. The recommendation for solving the problems that occur is to exclude LSD from land use that is not paddy fields, non-agricultural spatial plans and already has permits prior to the establishment of LSD.
