Description
Summary:The lack of infrastructure, facilities, and public utilities (PSU) in low-income housing (MBR) is a significant obstacle to sustainable housing development in Indonesia. One of the factors why sufficient PSUs aren't provided include limited resources and a lack of communication between developers and local governments. Rancaekek Permai 2 in Bandung Regency is an example of subsidized housing facing this issue. To provide recommendations for improvement, evaluation of the standard fulfillment performance of the PSU procurement is required. A qualitative indirect formal evaluation approach was adopted in this study. Data was collected through field observations and interviews as well as documents from sources selected using stakeholder analysis. Five aspects and 97 indicators generated from a review of the regulations are used to evaluate the PSU circumstances. Utilizing Sturgess' method with eight levels of standard fulfillment classification, the assessment is based on the percentage of indicators met. From the analysis, it was found that the Rancaekek Permai 2 Housing PSU procurement policy is heavily influenced by the Bandung Regency Government and PT Sentrad Naluri Kreasi. The residents manage some of the infrastructure and facilities. PDAM Tirta Raharja Rancaekek has not yet provide service due to resource limitations. PT PLN ULP Rancaekek oversees the electricity supply. Furthermore, the level of standard fulfillment for infrastructure in Rancaekek Permai 2 Housing is nearly achieved, with a score of 82.47% with 79 of the 97 required indicators have been met. Infrastructures reach 74.58%, facilities reach 85.71%, and public utilities reach 95.83%. Therefore, infrastructure improvement and collaboration among stakeholders are necessary
