The recent shift in development paradigm put forward various efforts aimed at overcoming these problems. In the context of waste management and Jakarta Metropolitan Area, one such effort is realised through the development of Lulut Nambo Waste Treatment and Processing Plant located in Lulut Village, Bogor Regency, which is intended to serve four different regency/city level areas within Jakarta Metropolitan Area—Cities of Depok, Bogor, and South Tangerang, as well as the Regency of Bogor itself. The facility is aimed to address waste management problems by processing waste into saleable products with economic value—an indication of an orientation towards sustainability. That said, the activities that would take place at the facility certainly do not run alone, but are also related to other efforts carried out at the regency/city level. Therefore, this research aims to identify the sustainable development approach—whether strong or weak sustainability approach—embodied in waste management activities within the context of the development of Lulut Nambo Plant and the existing implementation of waste management activities in Depok City, considering the city's alarming waste management condition relative to the other regencies/cities served by the Plant. This research is conducted using mixed methods. Qualitative analysis is used to formulate and classify waste management criteria and indicators into a number of groups; also to formulate recommendations for waste management strategies. On the other hand, quantitative analysis is used to calculate and produce an assessment score for the implementation of waste management activities within the study area. The results categorised 43 sustainable waste management indicators into 15 criteria which would then be used as a reference to assess the implementation of waste management activities and procure relevant strategy recommendations. Furthermore, the results indicated that the implementation of waste management activities has shown an orientation towards sustainability that tends to contain strong sustainability (SS) principles, with a score of 120, 60% of which is contributed by SS indicators. In addition, this research also formulated 36 strategy recommendations and identified three main problems that require priority handling: 1) Waste reduction, recycling, and reuse efforts; 2) Waste handling and processing; and 3) Stakeholder engagement. text
