Summary:Abstract: <br /> <br /> <br /> <br /> <br /> <br /> The development of a city has strong related with the change pattern of land use. Increasing populations growth has consequence increasing of land demand for all kind of activities. The increasing of land demand can caused competition among land user, where the land user try to maximaze their land use, it can be seen from the increasing use of land. Activity that gain less profit and less productive will soon replace with acitvity that more profit and more productive. <br /> <br /> <br /> <br /> <br /> <br /> Land use for commercial acitvity that influenced by market demand, is growth rapidly and most of it grow in to another land function acitivity. The consequence is appear the changing of land use to negative indication towards environmental and transportation. The problems more increasing because the commersial activty growth in location that doesnt appropriate with regional spatial plan. Thats why it needed effort to formulate commersial activity control based on commercial activity growth and appropriation with regional spatial plan of Banjarmasin city. <br /> <br /> <br /> <br /> <br /> <br /> As basic in formulating development control proposal mentioned, then do several analysis. First analysis is to identify commercial activity growth, there are the change land use aspect in Banjarmasin, the growth of commercial activity amount unit, and the change land use characteristic include location spread, growth speed, kind of activity and kind of land use change based on appropriation with regional spatial plan. Next is to identify factors that influential concerning commercial activity growth along with analysis of growth potential in every subdistrict region. This study is done in entire Banjarmasin region as form of anticipating commercial activity growth that lean occur simultaneously to the whole city region and to minimize the negative impact that appear. <br /> <br /> <br /> <br /> <br /> <br /> The result of study shows that commercial activity expanding in Banjarmasin generally follow the main street. The spread of commercial activity lean deviate from the regional spatial plan with speed of growth is more large than land use for commercial activity that was planned. Aglomeration and population density are factors that have strong relation with commercial activity growth than another infuence factors (land tax, length road ratio, distance and time to the center of the city). The condition for every factors infuenced the difference of potential commercial activity characteristic in every subdistrict region. <br /> <br /> <br /> <br /> <br /> <br /> The effort to control commercial activity is needed for solve and anticipating the deviation of the land use change by commercial activity that doesnt appropriate with the plan connected with growth potential commercial acivity in every subdistrict region. Action that required to be done like example optimize the function of secondary center, selective in giving land use license, offering incentive,controlling, build coordination among community and commercial activity subject in formulating commercial activity expanding strategy that more adaptif to the market demand. <br />
