The global health resilience index of Indonesia is currently positioned at the 13th rank when compared to the G20 nations. The 2020 Population Census and the administrative records of the Directorate General of Population and Civil Registration under the Ministry of Home Affairs, showed that West Java holds the status as the province with the highest population in Indonesia. In West Java there are the 3 lowest districts not fulfilled the WHO ratio of population to hospital bed which is Tasikmalaya Regency, Pangandaran Regency and Bandung Regency. BPJS Kesehatan, short for Badan Penyelenggara Jaminan Sosial Kesehatan, is the national social health insurance program in Indonesia. It was established in 2014 with the goal of providing healthcare coverage to all Indonesian citizens. The participants in health insurance or social health insurance, as well as all medical facilities, are required to comply with the Health Service Referral System. The system required patient received a referral from First Level Outpatient (RJTP) to Advanced Outpatient (RJTL) for accessing a advanced and specific medical requirement. Bandung Regency was chosen as the pilot project for proposed of optimization healthcare network as it represent the largest population in Indonesia. The network was proposed from Puskesmas to hospital as it represent the referral situation of BPJS program from first level health facility to advanced health facility. Integer programming was used to determining the network and greenfield analysis was used to determine the location for the hospital using Excel Solver. The solution of Greenfield analysis shown that the most favorable location is within the area of Jelekong, Baleendah, Bandung Regency. text |
