One of the steps taken by the government to increase the area of mangrove ecosystems is the implementation of a national mangrove rehabilitation acceleration program between 2021 and 2024 with a rehabilitation target of 600,000 ha. It is necessary to analyze the implementation of the national mangrove rehabilitation acceleration program within the framework of Low Carbon Development which supports economic growth, ecosystem sustainability and social stability and determines the suitability of implementation and achievement of program objectives. Policy implementation is analyzed using the Grindle theory approach by looking at the content of policy and context of implementation. This research used qualitative descriptive data based on the results of interviews and literature studies. The results of the policy implementation analysis show that the national mangrove rehabilitation acceleration policy has fulfilled the policy implementation variables according to Grindle's theory. The policy target of accelerating national mangrove rehabilitation by 2024 will be difficult to achieve given that there are still several obstacles to implementation. Several obstacles in planning and implementation were identified, and analyzed to formulate recommendations for future policy implementation. text
