Wood products can increase Indonesia's economic growth through added investment value, increased export performance, state revenue, creation of business opportunities, and employment. Perhutani, a state-owned enterprise, has responsibility for managing forest resources from upstream to downstream on the islands of Java, with a total area of around 1.38 million ha. The development of Technology and Industry 4.0 directs the Ministry of SOE to provide regulation for improving IT governance as a competitive advantage. All SOE are required to carry out the INDI 4.0 Assessment and IT Maturity Assessment. Perhutani conducted both assessments in 2021, but the final score is still below the minimum score the Ministry of SOE set. This research aims to provide recommendations for a digital transformation strategy to fill the gaps from previous assessments so Perhutani can increase its final score in the next INDI 4.0 Assessment and IT Maturity Assessment. The research phases consisted of a Business Environment Analysis on Internal Analysis using PESTLE and Porter 5 Force, then an External Analysis using the VRIO Framework and IT Governance. Next, a SWOT and TWOS analysis results from result of internal and external factors analysis. The research results in the previous stage become a reference for the Digital Transformation Strategy Formulation, which contains improvement initiatives and the design of the Digital Transformation Roadmap for five-year digital transformation strategy with areas covering all the company's activities as a guideline for IT Governance which is the responsibility of the IT Division and collaboration with other work units in Perhutani. text
