Summary:<p align="justify">Indonesia is predicted to experience population growth continuously. Increase in population number surely would be in line with the escalation in energy demand, given that energy is intently woven into daily activities. Energy security—the ability to facilitate access to energy at an affordable price—will assist in boosting the economic growth of a country. Therefore, Indonesia is required to perform efforts to achieve energy security by increasing the productivity of existing refineries or building new ones. Tuban Refinery - PT Pertamina (Persero) is one of the National Strategic Projects representing Indonesia's efforts to achieve energy security. It is proposed to reduce oil imports and increase the production of petrochemical raw materials. In terms of supporting the referred refinery, specialized terminals are indispensable for the loading and unloading raw materials and finished products, including for the Liquefied Natural Gas (LNG) commodity. LNG will be used as an energy source for Gas Power Plants. Therefore, it is necessary to examine the effective and productive design of the port operation of the specialized terminal for LNG jetty in Tuban Refinery. The design of the port operation includes for jetty and tank yard. The design of the jetty operation includes the analysis of berthing as ship mooring facilities, the design of handling equipment for loading and unloading, and the calculation of annual cargo handling capacity. Meanwhile, the operation pattern of the yard covers the design of storage tanks and the calculation of annual tank capacity. Cost calculations, which encompass the procurement cost of equipment and annual expenditure, are also taken into account in the design examination.
