The aim of this research is to develop a strategy for enhancing the competitiveness of MSMEs based on the concept of Learning Region in Cianjur Regency. The background of this research stems from Cianjur Regency, which has great potential in the MSMEs sector but faces the main challenge of low-quality human resources. A qualitative approach was adopted, involving in-depth interviews, document reviews, content analysis, gap analysis, and stakeholder mapping. The findings highlight that although the creation and dissemination of knowledge in entrepreneurship have shown progress, challenges such as collaboration and suboptimal technological understanding still exist. Educated migrants show great potential in entrepreneurship, but language barriers and collaboration hurdles remain. Business culture, market interest, and institutional support are generally positive, but aspects such as management, product quality, marketing strategies, and infrastructure need improvement. Entrepreneurship in Cianjur Regency is strengthened by the active involvement of various actors. A comprehensive strategy for enhancing the competitiveness and innovation of MSMEs through the concept of Learning Region has been formulated, addressing the challenges faced by this sector. Despite obstacles, Cianjur Regency demonstrates a strong and interconnected entrepreneurial ecosystem, with solid strategies to harness its potential, indicating possibilities for sustainable and diverse economic growth.
