Summary: | Coal commodity prices fluctuate from time to time and experience quite significant price differences. This requires coal mining companies to always try to reduce production costs so that the profits obtained remain high. Moreover, starting January 1, 2022, KPC as the holder of a Special Mining Business Permit to pay royalties of 14% to 28% from the selling price of export coal from the previous at fixed rate of 13.5%. For this reason, KPC's management asked for a study whether the operation and maintenance of Lubuk Tutung Coal Terminal would be cost less if carried in-house by KPC.
To analyze the LTCT operational and maintenance options by outsourcing or inhouse, it is necessary to identify what parameters are needed and also how to compare the two options and then how to know that the selected option can survive in the future. The main parameters needed to evaluate the outsourcing or in-house options are obtained from calculating the percentage of the main cost components on the cause-effect diagram, namely coal production, fuel prices, exchange rates, inflation and regional minimum wage increases.
The research methodology for this final project was carried out by evaluating outsourcing options compared to in-house through calculations of net present value, strengths-weaknesses-opportunities-threats analysis, multi-criteria decision making with weighting criteria using an analytical process hierarchy and validate each option using sensitivity analysis.
Based on the multi-criteria decision making analysis performed, the LTCT operation and maintenance by outsourcing contractor option has a higher score than in-house by company and also based on the performed sensitivity analysis the cost component of outsourcing option is lower than in-house by company.
