<p align="justify">In global competition Indonesia's industrial condition can not be released from the implementation of industrial strategic. Department of industry in The National Industrial Development Policy apply policy of industrial structure reinforcement pass by concept of industrial cluster. The objectives of industrial cluster approach are to develop a comprehenship region and also to strengthen going concern competitive ability from region economic activities. The objective of this research is to develop industrial cluster performance analysis model, that focusing on industrial integrated process and its relationship. This model applied on small industry of textile and textile product. The first step of this research is to conduct the cluster performance analysis of supply chain, that are core industries, suppliers, outsourcing, and marketer. The core industries grouping is based on its performace using multivariate cluster analysis, and then to analyse core industries criterions in choosing supplier, outsourcing, and marketer. The second, to analyse factors that have effect on to successfullness of industrial cluster by using multivariate discriminant analysis. The third, to make recommendation policy on developing industrial cluster. The result of this research show that according to performance analysis, core industry can be grouped become three groups, there are high performance industries, medium performance industries, and low performance industries. The different of its performance is influenced by cooperation level between cluster performance analysis, that are core industry, supplier, outsourcing, marketer. Whereas dominant factors that have an effect on to successfullness of industrial cluster are marketing, technology, dan raw material. There for, to develop the strong small industrial cluster, its must have good cooperation between of cluster performance analysis. And concerned about dominant factors that have an effect on to successfullness of industrial cluster. <br />
