Summary: | Rumah sakit PT Pertamina Hulu Rokan is a private hospital owned by the PT Pertamina Hulu Rokan, an oil and gas company. The hospital is exclusively to treat the employees and their dependents. Currently, the hospital is being operated by a third party service provider due to cost operation efficiency. This research purpose is to analyse the effectiveness of the current operation strategy and find an opportunity to reduce the overall operation cost. The research is conducted in a mixed method using a case study approach. Based on the review and observation of the current hospital condition, we found that the hospital is underutilized and not effective. After conducting a root cause analysis, we found that the root cause is a shortage of professional medical workers and obsolete equipment. Other than that, company policy also took place in influencing the underutilized hospital usage.
There are several alternatives that has been considered to improve the cost effectiveness of the hospital operation. However, there are several givens that became a boundary condition such as Government’s regulations related to grosssplit contracts of the Rokan block and company’s policy that has been in place for a while as part of cost efficiency. After performing the alternative assessment using strategy table and weighted factor scoring method, the preferable alternative is reducing the hospital capacity to emergency service only.
To implement this preferred alternative, we need to established a small project team that consists several key functions such as medical, HR, external relation, procurement, and facility management team. This initiative will take around approximately 9 months for full alternative implementation.
