Houses are the most damaged and therefore need special attention as they relate to post-disaster recovery and how communities get back on their feet. Disaster resilient housing is needed by building safer houses while taking into account the social aspects of community. However, policies and standards are limited and tropical cyclones aren’t yet a disaster cluster in Indonesia. From many studies, community preferences are often overlooked during reconstruction. Therefore, this research aims to identify what existing policies on housing in the context of disaster and resilience are, and their implications for pre-post tropical cyclone housing conditions. Using a case study of Cyclone Seroja that hit Kupang City and Regency mainland in NTT, Indonesia and damaging thousands of houses, this research was conducted using a qualitative approach to explore the features of existing housing policies related to disaster resilience and reviewing the conditions on field and understanding community perceptions. The study was conducted through interviews with agencies and communities, housing observations, and FGD with affected community, supplemented by relevant secondary data. The analysis was conducted qualitatively through coding with ATLAS.ti. The identification results show that there are several things that are challenging to implement policies related to disaster-resilient housing, including the basis of regulations, provision mechanisms, applicable standardization, and implementation in planning documents. Regulations and provision mechanisms heven’t specifically regulated disaster-resistant housing whose orientation is to build livable houses, although some parts indicate the principle of resilient housing. To provide it, there are obstacles, such as administrative constraints and community acceptance of assistance, bureaucracy, land ownership and licensing, and so on. In addition, existing standardization is still not fully able to withstand high wind loads. Integration in planning documents is also not yet visible, especially when talking about tropical cyclones. The field conditions show changes in the condition of houses pre-post tropical cyclone. However, as stipulated in the policy, houses are not yet oriented towards disaster resilience. On the positive side, there are already some parties that have initiatediv to build more resilient houses. This study aims to show that pre-post tropical cyclone has brought changes in the condition of houses for the better, although it is still a long process to achieve disaster resilience with inadequate policy instruments. In addition, lack of knowledge of tropical cyclone hazards may also be a factor, as each hazard can have different damaging effects on houses. Stronger standardization needs to be socialized to the community. Disasters as cross-cutting issues are key and require cross-sector coordination and active community participation. text
