The concept of a tourist village is starting to be seen as an effort to improve the regional
economy and the living conditions of rural communities. Smart village is a village
development concept that can provide benefits to the community in building local
opportunities and long-term development of the village. KSPK Perkotaan Garut is
close to the planning and development process of cross toll roads so that it has the
opportunity to bring tourists to the tourist village in KSPK Perkotaan (Regency
Tourism Strategic Area – Urban) Garut. KSPK Perkotaan (Regency Tourism Strategic
Area – Urban) Garut has also experienced easy access with the Garut City Train
Station with affordable fares. The application of the concept of smart tourism to
villages in the KSPK Perkotaan (Regency Tourism Strategic Area – Urban) Garut is
important for sustainable rural development. The Garut Regency Government markets
and promotes existing tourism villages and is outlined in the 2019-2024 Tourism and
Culture Office Strategic Plan, because the Garut Regency Government wants to
continue to develop community creativity and village potential, as well as the existing
village economy. This study aims to examine 5 (five) tourist villages in KSPK
Perkotaan (Regency Tourism Strategic Area – Urban) Garut to realize the concept of
smart tourism, namely Saung Ciburial Tourism Village, Pasawahan Tourism Village,
Guntur Vulkano Tourism Village, Dayeuh Manggung Tourism Village, and Sindang
Kasih Tourism Village. This study uses a qualitative approach using a qualitative
descriptive method based on postpositivism philosophy, where the researcher is the key
instrument and data collection is carried out by triangulation in the form of field
research, data scrapping and literature studies. The analysis in this study is inductive
in nature and the results of the study emphasize meaning. The data analysis technique
used in this study was content analysis and comparative analysis in looking at the
comparative gap between the perceptions of the Garut Regency Government, the
perceptions of domestic tourists on social media (google review), and the existing
conditions of tourist villages in the KSPK Perkotaan (Regency Tourism Strategic Area
– Urban) Garut based on 8 (eight) smart village components. There is an additional
analysis, namely by adopting the LINKS pentagram method to see theiv
interrelationships between smart village komponen in formulating recommendations.
The grand theory in this study uses 8 (eight) smart village komponen. In contrast to
Daghri's research which focuses on spiritual concepts and natural wealth in tourist
villages, this research focuses on studying the technical and technological components
of a tourist village which consists of 8 (eight) components. The results of this study
indicate that the KSPK Perkotaan (Regency Tourism Strategic Area – Urban) Garut
has not yet been fully identified as a smart village, on social media assessments tourists
focus more on community and activity assessments but do not focus on the 8 (eight)
components of a tourist village as a whole. From the results of the study it can be
concluded that 3 out of 5 villages included in the scope of the study did not fulfill the 8
smart village components, namely Pasawahan Tourism Village, Guntur Vulkano
Tourism Village, and Dayeuh Manggung Tourism Village. The 2 (two) tourist villages
both in development, management and in the linkages between smart village
components can be used as pilot villages for other tourist villages in increasing the
sustainability of the local economy, improving the living conditions of rural
communities, and opening up opportunities to evaluate cultural heritage. If related to
the scale of tourist villages initiated by the Ministry of Tourism and Creative Economy,
it can be concluded that the 2 (two) tourist villages are already in the advanced scale
stage, namely the community is fully aware of tourism potential, has become a tourist
destination, facilities and infrastructure are adequate, the community is able manage,
the community is able to utilize village funds, and village management has an impact
on increasing the local economy. One of the recommendations given in this regard is
that the Garut Regency Government can develop guidance and management and be
able to carry out obligations and good communication between tourism village
managers and the Garut Regency Government. |
