Summary: | Train safety level has received increasing attention from the PT. KA, and since 2007, it is expected that the frequency of train accidents can be reduced significantly. A number of factors have been identified as the causes of train accident, namely, disturbance to railway crossing light system, human factors, and underperformed management. Broadly speaking, train operation reliability can be analyzed into three aspects, namely management, technology, and regulation aspects. Knowledge is an element that is involved in those three aspects. By using knowledge management as an analysis framework, the influences of those three aspects to operation reliability can be studied in an integrated manner. The aim of the thesis research is to examine how knowledge management in the operation of railway crossing light technology is performed, and what factors influence that performance. The research coverage is limited to activities and operation management of railway crossing light technology in district operation 2, Bandung. Results of the research show that most activities in the management of railway crossing light belong to knowledge utilization phase, that is 59.1 %. 29.6 % activities belong to knowledge creation phase, and 10.2 % belongs to knowledge retention phase. Knowledge transfer phase has the least activities that are 1.1 %. This means that very few activities have implication on knowledge transfer from one agent to the other. Factors that influence knowledge management in the operation of railway crossing light technology are : (i) high dependency on funding, products and services originated from foreign agents; (ii) dependency on imported goods that obstructs mastery of train technology in aspects such as design, manufacture, testing, maintenance; and (iii) domestic competition policy that is not conducive to quality based competition. |
