To enhance the performance of irrigation infrastructure, the Government can collaborate with Business Entities through a Public-Private Partnership (KPBU) scheme. The risk management process of the KPBU project must be implemented to ensure the sustainability of the project at each stage and to increase the trust of the Government, Business Entities, and the public. The aim of this research is to conduct a risk assessment at each stage of the Government- Business Entity Cooperation – Availability Payment (KPBU-AP) project for the Rehabilitation, Operation, and Maintenance of the Komering Irrigation Regional Infrastructure (DI) through risk management processes. The risk analysis methodology used is semi-quantitative analysis, while risk identification, evaluation, and mitigation are conducted using qualitative analysis. The Komering Irrigation Infrastructure KPBU Project primarily focuses on the physical infrastructure of irrigation and its supporting facilities. In order to achieve better irrigation system performance, strategic efforts must be made to address other components of the irrigation system that operate as a unified system. Research results indicate that, from the Government's perspective, the assessment of risks in the Komering Irrigation Infrastructure KPBU Project identifies high risks associated with feasibility and financial structure, design risks, pre-contract and contract design clause risks, lender availability risks, water supply risks, agricultural offtake risks, inter-institutional and policy acceptance risks, as well as monitoring and evaluation work risks. Research findings also suggest that implementing good and appropriate risk management practices according to the applicable standards will help to mitigate risks at each stage of the KPBU-AP Rehabilitation, Operation, and Maintenance of the Komering Irrigation Infrastructure allocated to the appropriate parties responsible for managing these risks. text
