At KM 8 of the toll road section, there were 18 flood incidents with an average flood height of 40 cm with an average duration of 360 minutes from 2007 to 2022. The flood caused lane closures due to high standing water, causing traffic jams. This research examines the increase in vehicle travel costs due to lane closures in flood conditions. Travel costs are a combination of vehicle operating costs (VOC) and time value. Analysis of vehicle operating costs using the LAPI ITB method (1997) and time value analysis using the Income Approach method. Value of delay and queue length as travel cost calculation data using the shock wave theory approach. In the lane closure incident scenario, the incident is assumed to occur during the observed highest traffic flow period with a traffic load of 3302 pcu/hour. Lane closures are divided into 5 conditions, namely condition-1 closing 1 lane for 6 minutes, condition-2 closing 2 lanes for 6 minutes, condition-3 closing all lanes for 82 minutes, condition-4 closing 2 lanes for 17 minutes, and condition-5 closing 1 lane for 20 minutes. When the water level reaches 40 cm, lane closures are carried out in stages from the leftmost lane to the right and when the water level recedes, the lanes are reopened gradually starting from the rightmost lane until the entire lane is opened. The results of the research show that in 1 cycle lane closure incidents due to flooding produce a total delay value of 156.8 minutes and a queue length of 10.68 km each lane. The travel costs for the incident were 9,944 rupiah each km and the travel costs during normal conditions were 3,076 rupiah each km. The increase in travel costs during flood conditions compared to normal conditions is 6,868 rupiah each km. text |
