The rapid growth of cities in recent years has caused many problems for countries in the world. This issue affects not only aspects of urban planning but also environmental and sociocultural aspects. Increasing urban expansion, depletion of natural resources, abundance, and traffic congestion are negative impacts of population growth and unnatural distribution on people's natural and cultural environment. The strategic role of Tanjungpinang City as the Capital of Riau Islands Province has encouraged rapid spatial expansion in Tanjungpinang City in recent years. The problem of expanding the built-up area is dominated by unlimited outward housing areas, low density, and sporadic patterns, with uneven growth trends and population distribution, characterizing the growth of Tanjungpinang City, leading to urban sprawl patterns. Existing development patterns cause various environmental and land use problems, so efforts to control and manage growth are needed. The concept of smart city growth is one strategy that has a particular emphasis on sustainability and, in recent years, has been considered in urban planning and management systems in many cities. The primary strategy of the smart growth concept is to inhibit the distribution effect, based on the merging of compressed land use and buildings, leading to high densities with less environmental impact. This study aims to identify potential locations for housing development in Tanjungpinang City by considering limiting factors and drivers of smart growth and the need and availability of land for housing. Differences in potential, problems, and characteristics of each village as well as strategic issues of housing development, are considered in limiting the scope of the study area to the residential area with the unit of analysis and discussion of the village administration area. The methods used in answering the goals and objectives of the research consist of several research methods. A population approach with three growth scenarios is used to predict housing land needs. The first stage is to project population growth using the trend extrapolation method, which becomes the basis for predicting housing land needs. The results show that land demand in scenarioiv two and scenario three, where housing growth is limited to land use, land demand area is 40% lower than housing growth following the existing pattern. Prediction of the direction of housing development, modeling with cellular automata, and carried out in 2 simulation models to determine the picture of housing growth with or without smart growth principles. The results show that housing development leads to the eastern area of Tanjungpinang City, with land development patterns tending to be linear development patterns following the road network, and some develop to form scattered sprawl development patterns. This study found that the availability of land for housing development in Tanjungpinang City still meets the needs until 2040. The most potential locations for housing development are Batu Sembilan Village, Air Raja Village, Pinang Kencana Village, and Sei Jang Village. Applying smart growth principles can help planners and local governments direct and manage urban growth, especially housing. With the help of simulating regional development through cellular automata modeling, housing development directions can be more easily predicted and directed spatially and widely. The application of smart growth principles can be a long-term strategy in governing urban areas and will give the desired results if various aspects are considered. text
