Competency management is the process that translates the business organizations plan into competency requirement definition and business activities to attain organizational goals. A successful management of competency will be able to help the organization to assess performance of human resources as individuals as a key to accomplish business objectives. <br />

Competency is defined as a combination of knowledge, skills, behaviors, and attitudes which are related to effective or superior job performance. Competency management is an interesting topic to study because the characteristics of competency are attached to human resources (HR) as individuals and there is a correlation between competencies and jobs. So with the correct management the competency can be maximized. <br />

Strategy formation is a collection of actions that are performed in order to reach the organizations goal. This collection of actions create a pattern so that it can be implemented onto organizational business processes. The strategy that will be developed in this research is the strategy for managing IS lecturers competency that is available in the university. In performing one of the lecturers role, that is as a teacher, lecturers knowledge is a prime capital in the process of transforming, developing and distributing knowledge through teaching and learning activities in a class. Teaching and learning activities in university environment based on university curriculum. In order to perform his/her role, IS lecturer should have an adequate level of IS knowledge. With that consideration, competency in management strategy that will be performed should be focused on how to manage the IS lecturer knowledge that is appropriate with the university requirement. <br />

The strategy forming being perform consist of 2 primary stage, analysis and development. Both of the stages consist of some activities detailing actions will be performed related to the strategy formation. The purpose of the activities in analysis stage is to form the strategy identity and to analyze the internal and the external influences to the strategy development. Activities in development stage based on the result of the analysis stage. The development is performed by generating and selecting strategy alternatives to be realized; and then the strategy alternatives realized are controlled so that they are in conjunction with the defined strategy and meet the strategy IS lecturers competency formation objective. <br />

Management of competency is the effort to maximize the available organizations competency that can respond the changing situation. Management of competency describe as a cycle that consist of 2 cycle, there are short term management cycle and long term management cycle. Those management cycles involving defining IS field lecturers competency (TO-BE), assessing available IS field lecturers competency (AS-IS), and competency management. <br />

The analysis stage is divided into 2 activities: identifying and diagnosing the strategy being formed. The activity of identifying is to define in detail the strategy to be formed and to examine globally which action is to be performed in strategy development (at the development stage). The activity of diagnosing is to assess the internal and external influences of the organization to the strategy being performed. <br />

The development stage is divided into 2 activities; conceiving and realizing the strategy. The activity of conceiving is to develop strategy alternatives and to perform selection to determine the strategy being applied. The activity of realizing is to apply the selected strategy on the system, especially in STMIK CIC Cirebon and to control the strategy performance so that it is on track (conceiving acticity) and to ensure that the performance of the formed strategy is align with the strategy identity expectation (identifying activity). <br />
