Summary:PT AAN is a company engaged in the distribution and marketing of pharmaceuticals and healthcare products throughout Southeast Asia and the Asia-Pacific region. PT AAN was established in 1980 and has collaborated with over 70 principals worldwide. In 2021, the Organizational Development and Human Resources Management Division of PT AAN decided to make changes to the company's performance management system. The changes were implemented to make the employee performance management process more effective and efficient. However, the changes did not go as planned. Employees refused to perform one of the functions in the new performance management system, which was to submit work plans. The changes faced resistance, resulting in more losses for the company and the failure to achieve the intended objectives. Therefore, this study aims to diagnose the reasons why employees did not submit work plans within the specified timeframe and propose appropriate strategies based on the conditions of PT AAN. The research design employed is an Exploratory Sequential Mixed Method. Qualitative data collection was conducted through structured interviews with company managers. Quantitative data collection was done using questionnaires distributed to a sample of 145 employees. The diagnosis results were then analyzed using modes to determine the influential causes of the rejection action. The findings indicate that the causes of the issue can be categorized into two groups: employees who are not accustomed and the lack of company regulations. By designing regulations, both issues can be resolved. This will be prioritized in the proposed improvements. The proposed strategy type is to enhance organizational control by designing company regulations related to employee actions.
